Born in Wilkes-Barre, Pennsylvania in 1948, William D. Phillips followed his parents lead in attending Juniata College, where he received a B.S. in physics, and graduated summa cum laude in 1970. He received a Ph.D. in physics from the Massachusetts Institute of Technology in 1976.

In addition to the Franklin Institute Award, Dr. Phillips was awarded the Nobel Prize in Physics in 1997 and was elected to the National Academy of Sciences in that same year.
