The diffuser is where the air coming out of the test section slows down prior to exhausting or recirculating. The air slows down due to the shape of the diffuser.

This is an important process in the wind tunnel because it saves money. The only place where high airspeed is needed is the test section. By reducing power, the operating costs are reduced, and that's hard to beat!
